Register your electric scooter with the DGT Spain today to avoid fines of up to €800
New rules across Spain now require all personal mobility vehicles to be officially registered and insured

Electric scooter owners in Spain are being warned to register their vehicles with the Directorate General of Traffic (DGT) as soon as possible to avoid significant fines under new national regulations.
After several delays, the Ministry of the Interior has confirmed that a new National Vehicle Registry for personal mobility vehicles is now up and running. From this week onwards, all electric scooters used on public roads must be officially registered and must also have valid civil liability insurance.
Failure to comply with these requirements could result in fines of up to €800. The penalties apply not only to riders who have not registered their scooter, but also to those who are riding without insurance or with insurance that does not meet the new legal standards.
The new system applies to all personal mobility vehicles, commonly known as PMVs. These are defined as vehicles with one or more wheels, fitted with a single seat and powered exclusively by an electric motor, capable of reaching speeds between 6 and 25 kilometres per hour.
Owners must register their scooter through the DGT website, which costs just €8.67. Once the process is complete, a registration number will be generated and a digital registration certificate will be issued. Users must then obtain an official identification sticker and display it on the vehicle in a visible location.
The Ministry has explained that there are two types of scooters under the new system. Certified scooters that already meet official technical standards can be fully registered using their existing documentation. Non-certified scooters, which do not have an official circulation certificate, can still be registered but will only be allowed to operate until January 22, 2027.
Even these older or non-certified vehicles must still be registered and insured during the transitional period. Owners will need to provide personal information and basic documentation such as an invoice, technical data sheet or a photograph of the scooter in order to complete the process.
Alongside the registration requirement, new insurance rules have also come into force under Insurance Law 5/2025. All electric scooters must now be covered by third party liability insurance that meets strict minimum levels of protection.
The law requires that every policy provides cover of at least €6,450,000 per claim for damage to persons and at least €1,300,000 per claim for damage to property. Any policy that does not meet these minimum limits will be considered legally insufficient, and the scooter will be treated as uninsured.
This means that some existing insurance policies may no longer be valid under the new regulations.
Riders who already have insurance are being advised to check carefully that their coverage meets the updated legal requirements.
The overall aim of the new measures is to improve road safety, protect victims in the event of accidents and ensure that all scooter users take proper responsibility for any damage they may cause.
With enforcement now beginning, the DGT is urging all electric scooter owners to act quickly.
Registering the vehicle and ensuring it has proper insurance are now essential steps for anyone who wishes to continue riding legally on Spanish roads.
