ARCHIVED - Mazarron gardening contract including Camposol gets green light after court decision
Mazarrón Council hold press conference to announce the decision of the Court of Contractual Appeals that agrees with the Council
The Mayor of Mazarrón, Gaspar Miras, and the Deputy Mayor, Ginés Campillo, have explained at a press conference the result of the court’s decision received in the last few days after legal challenges against the municipal gardening contract were filed jointly by the spokesperson of the Mazarrón PP party, Alicia Jiménez, and the company that currently provides the gardening service.
The Contractual Appeals Tribunal (Tribunal de Recursos Contractuales), who adjudicate on any type of appeal involving the procedures for the awarding of services or public contracts, agreed with Mazarrón Town Council and dismissed the appeal. The municipal gardening contract was originally put out to tender in December 2021.
As a result of the court’s decision, the contract to manage the gardening of the municipality of Mazarrón is now unblocked. The contract is worth just under 6 million euros, including tax, and is for the “Cleaning, conservation and maintenance of public green areas in the municipality of Mazarrón”. For the first time, this includes many areas in B, C and D sectors of the Camposol urbanisation. According to the information released by the government department the contact was awarded to STV Gestion SL.
The areas in the Camposol development that are included in the new contract are:-
- Central reservations and roundabouts in Avenida de los Covachos, Sectors B,C & D
- Central reservation in Avenida del Saladillo, Sector A
- Zona Verde in Calle Badajoz, Sector A, People's Park
- Zona Verde in Calles Alicante and Huelva, Sector A, Memorial Park
- Zona Verde in Calle Barcelona, Sector A, Central Park
- Zona Verde in Calle Andalucía, Sector A, Zona Verde
- Zona Verde in C/ Santiago y C/ La Coruña, Sector A
- Zona Verde and roundabouts in Calle Madrid, Sector A
- Zona Verde and roundabouts in Calle Jara, Sector B
- Garden environment Social Centre in Calle Jara, Sector B
- Roundabouts in Calle Ciclamen, Sector B
- Roundabout in Calle Castillo de San Juan, Sector C
- Roundabouts in Calle Alobe, Sector C
- Roundabouts in Calle Sobrija, Sector D
- Roundabout in Calle Nogales, Sector D
- Traffic island in Calle Fresnos, Sector D
- Roundabout in Calle Tejos, Sector D
- Roundabout in Calle Violetas, Sector D
The maintenance schedule for all of the Camposol areas are classed in two types, type C and type E:
- TYPE “C”: XERO GARDENING OR SIMILAR
Low maintenance spaces, naturalised spaces, large esplanades in outskirts. Areas with trees and shrubs but without meadow grass or flowering plants. Spaces that may contain street furniture and some children’s play areas and/or scattered plants. The minimum frequency of maintenance will be 3 times a year. - TYPE “E”: PALMS
Annual maintenance of existing palm trees in public areas of the Mazarron municipality. This annual maintenance involves at least 4 treatments against the plague of red palm weevil, 3 pruning and 4 safety checks on palm trees that, due to their characteristics, it is advisible to carry out and those dictated by the DTM (Municipal Technical Directorate).
The Deputy Mayor, Ginés Campillo, explained, “Now we can sign the gardening contract in respect of the municipal gardens, covering 100% of these spaces.”
He also added, “We are going to continue working on all the projects that are in progress or are about to be delivered to undertake all the improvements and turn them into reality, and that Mazarrón has the infrastructure it deserves as a municipality.”
The press conference was concluded by Mayor Miras, who announced that “the new contract will be signed before the end of the month, so we contemplate that in the next 20 days the company awarded the contract will begin to carry out the service”.
“From the coalition council, we are committed to continue working, there are many projects in terms of urban infrastructure, asphalting streets, construction of new sidewalks, renewal of underground power lines, on which we have worked throughout the current legislature and we will continue with the full conviction that we are doing what Mazarrón needs.”
This is not the first time the Mazarrón PP party has lodged legal challenges against municipal projects that have included Camposol; a road improvement program which included the asphalting of the dual carriageway Avenida de los Covachos which runs through sectors C and D was held up for many months and is still in the drafting stage.
